Sam had managed to settle in reasonably well, better than he'd anticipated he would, after years of being a flag officer flying around in command of a starship he had been a little worried that the adjustment to an office environment would have been tricky but it seemed otherwise. He was halfway through the pile of PADD's on his desk when V'Lar walked in. Sam looked up and saw that she appeared spooked, if he didn't know her as well as he did he would have considered such a thing impossible. "What is it?" he asked
"Ensign Thrace has been running point on the terraforming theory." V'Lar said "You know the protocols on it, find a comet with enough ice..."
"Throw it into the atmosphere and watch the gradual process unfold over many years and decades." Sam said "Yes I'm familiar why?"
"Everyone aboard base knows that procedure takes too long for the Ocampa." V'Lar said "So naturally Ensign Thrace went and started researching terraforming processes looking for something quicker. The Captain has approved a mission of sorts for her off the books."
"And you know about this how?" Sam asked
"I'm her failsafe." V'Lar said, she put a PADD on the desk "She said that was on her desk. A stardate, a location, a pair of names and it's all classified. So how would anyone know that is where she needs to look?"

Sam heard the question but his eyes were fixed on the PADD, as the head of fleet security not to mention section 31, he dealt with a lot of highly classified information, kept an awful lot of very dangerous, very dirty secrets. This was perhaps one of the most dangerous "I can count the number of people who know what that this on two hands and three of them are missing in action presumed dead." he said "And I don't believe any of those three would hand over this information. Which leaves the admiralty but again no way any of us would hand that over."
"Then who?" V'Lar asked "No one knows where we are."

Sam looked around "When you remove the possible whatever is left no matter how impossible becomes the possible." he said slowly.
"So if we discount Starfleet personnel we're looking at certain beings." V'Lar said
"Yes but if that is true then this would be an act of mercy and compassion and that doesn't sound like most of them." Sam said thoughtfully "Although..."
"Yes?" V'Lar said
"There is one if you look into the mission reports of certain members of the bases senior staff who served together previously." Sam said "Someone who knows Ensign Thrace's prowess when it comes to doing the impossible."
"Do I want to know?" V'Lar asked
"There was someone who gave them the means to build that weapon before the Omega particle even got brought into the equation." Sam said "If I'm right then they don't mean harm they mean to help."
"And if you're wrong?" V'Lar asked
"Then we've got a much more significant problem than the most closely guarded secret in Federation history potentially being the answer to our current circumstances." Sam said
