The chronometer on Lieutenant Celine Quinn’s desk blinked 0600, its harsh blue light reflecting off the metallic surface of her PADD. Outside her viewport, the view was breathtaking—a sprawling expanse of vibrant blue and emerald green. Five months ago, Ocampa V had been a barren, dust-choked wasteland. Now, thanks to a desperate, highly experimental terraforming project that felt closer to a miracle than science, it was a thriving M-class jewel.
But Celine didn't have time to admire the scenery. As the Chief Diplomatic Officer of Starbase Obsidian—and, by default, the entire displaced remnants of the United Federation of Planets—her job was to make friends in a quadrant that didn't know they existed, and frankly, didn't seem to care.
She rubbed her temples, feeling the familiar throb of a brewing headache.
"Computer, status of the subspace array," she muttered, her voice raspy from a lack of sleep.
"Subspace array is operating at peak efficiency," the computer’s monotonous voice replied.
"Zero incoming transmissions recorded in the last twenty-four hours."
Celine sighed. Another day of silence. Ever since the Synthulans had torn through Sector 001, decimating Starfleet and scattering the survivors, the Federation had been running on fumes and stubbornness. Moving Obsidian to the Delta Quadrant had saved them, but it had also isolated them. For four months, since President T’Kes had established the new planetary headquarters on the surface below, Celine had been shouting into the cosmic void. Kazon, Talaxians, Hirogen—she had broadcasted greetings to every signature they picked up.
Nothing. Not even a rejection. Just an endless, mocking static.
"Quinn to transporter room two. One to beam down to Headquarters," she said, tapping her commbadge.
"Acknowledged, Lieutenant. Standing by."
The familiar shimmer of the transporter beam took her from the sterile, metallic bulkheads of Obsidian and dropped her into the open-air rotunda of the new Federation Headquarters. The air on Ocampa V was crisp, smelling faintly of damp earth and the genetically accelerated flora that now carpeted the valleys. It was a beautiful day, which somehow made Celine’s frustration feel heavier.
She walked past the busy, stressed Starfleet officers trying to rebuild a bureaucracy out of scrap metal and entered the office of President T’Kes. The Vulcan woman sat behind a minimalist desk, her hands folded neatly. T’Kes looked exactly as a Vulcan should in a crisis: utterly unbothered.
"Lieutenant Quinn," T'Kes said, her dark eyes tracking Celine’s posture. "Your cortisol levels appear elevated. I assume the Delta Quadrant remains uncommunicative?"
"That’s an understatement, Madam President," Celine said, pacing the room. "I’ve sent automated greetings, cultural packages, and resource-sharing offers. I even tailored a broadcast using regional dialects we pulled from the old Voyager logs. Nothing. It’s like we’re ghosts."
"We are an unknown variable, Lieutenant," T’Kes replied calmly. "In a quadrant dictated by scarcity and territorial conflict, a sudden M-class world and a massive starbase appearing out of thin air is not an invitation for friendship. It is a cause for suspicion. Or worse, a target."
"If we don't establish alliances, we won't survive the next winter, let alone another Synthulan attack if they ever track us here," Celine argued, her voice rising slightly. "We need trade. We need treaties."
"Logic dictates that trust takes time. Continue your efforts." T’Kes looked down at her data pad, effectively dismissing her. "And Lieutenant? Keep the phasers locked on our transport shuttles. Diplomatic intent does not guarantee diplomatic immunity."
The rest of Celine’s day was a grueling marathon of administrative monotony. She spent three hours in a grueling budget meeting debating how to ration replicator patterns for diplomatic gifts. She spent another two reviewing sensor logs, looking for any sign of a vessel that might have lingered long enough to listen to her hails.
By 1900 hours, she was back in her quarters on Obsidian. The planet below was spinning into shadow, the lights of the new settlements glowing like tiny stars on the surface.
Celine sat at her terminal, staring at the flashing prompt: Send Hails?
She felt a wave of profound exhaustion. She was a diplomat trained in the nuanced ballroom dances of Alpha Quadrant politics, now reduced to a cosmic telemarketer. She poured herself a glass of synthehol—which tasted entirely too much like synthetic disappointment—and pressed the console.
"This is Lieutenant Celine Quinn of the United Federation of Planets," she recorded, her voice steady despite the weariness gnawing at her. "We offer greetings, peace, and open commerce..."
She hit send, watching the data packet stream out into the dark, wondering if anyone was out there listening...at all.
