My marine training instructor at the academy had a knack for the unexpected, one of his favourite exercises was to put us on a holodeck with an orchestra and get us to try and spot the off notes, trying to spot the specific thing while otherwise being bombarded with a wall of noise, it was a lesson in focus as much as it was judgement, both things that are critical to decision making. I feel like that now, I feel like we're finally starting to pinpoint the off notes. This war has never made sense from a logical perspective, at least that's what V'Lar says and I agree with her, Romulans and Cardassians don't have the ships or personnel to fight it successively, at least not to the point of the Federation's destruction, they can't take and hold territory due to not enough personnel and they won't go fleet versus fleet because while Starfleet may still be recovering from attacks on Starbases the reality is that the production delay on our side of the equation is still not as bad as on theirs.
I guess in that respect we should have anticipated that they'd try something like this, the list of powers that could in a straight up fight take the Federation on these days is very short in fact there are only two names on it - the Dominion and the Klingons, It makes sense that they'd try to open up a second front, if the Federation has to worry about the Klingons then that diverts resources from what used to be Romulan Space and from the Cardassian border. To what end we don't know... yet but I think we're starting to understand the nature of what we've stepped into and how this game is played.
